Protecting Self-Determination

To enhance our efforts to help Indian nations be self-governing, self-supporting, and self-reliant, my Administration will continue to honor tribal sovereignty by working on a government-to-government basis with American Indians and Alaska Natives. We will honor the rights of Indian tribes and work to protect and enhance tribal resources.

  • President Bush has encouraged tribal self-determination by providing funding for Self-Governance Agreements and contracting services out of the Bureau of Indian Affairs.
  • Funding for self-determination and self-governance agreements has grown from 41 percent in 1994 to 49 percent in 2002.
  • The President's 2004 budget proposed funds to help tribes contract for school operations
